Bureaucrats were not amused when Fred Fierstein plopped his Guardian sculpture in front of the Berkeley pier in 1985 to defend the waterfront from greedy developers. It is modeled on a Malaysian temple piece of the protective Chinese god See Jin Kooi. The god proved efficacious and Fierstein did not receive a threatened littering ticket.
